Founded in 1997, United Civil Group Corporation (UCG) is an Arizona-based transportation engineering consulting firm specializing exclusively in transportation planning, traffic engineering, intelligent transportation systems (ITS), and transportation data collection. For nearly three decades, UCG has partnered with local municipalities, counties, metropolitan planning organizations, state agencies, and private-sector clients throughout Arizona to deliver practical, technically sound transportation solutions that improve mobility, safety, and operational efficiency.

We know Transportation Planning is an ongoing collaborative process to develop a multimodal transportation system that: supports economic vitality, increases safety and security, increases accessibility and mobility options, protects the environment and improves quality of life, enhances system integration and connectivity, promotes efficient system management and operation, and emphasizes system preservation. UCG uses TransCad, Synchro, Simtraffic, and Vistro to enhance our transportation planning capabilities. We perform and develop all types of studies and planning documents, from the Benson Small Area Transportation Study to the SR95/Jamaica Road Design Concept Study to the Happy Valley Road Roundabout Performance Evaluation.

UCG strives to design Traffic Engineering plans that allow governmental agencies the ability to advance their projects effortlessly. Our traffic engineering proficiencies consist of traffic signal design, street lighting design, signing and marking plans, and traffic control plans. Additionally, UCG has the ability and knowledge to perform signal timing plans for both corridor progression studies and isolated intersections. We have the ability to manage our projects from design through construction as our engineers are IMSA certified in inspection. One of our most notable projects was the design and construction support services for three sections of the Light Rail starter line in the Phoenix Metropolitan area for Valley Metro.
For over 19 years, UCG has been involved with ITS Designs and Technologies. Since our first design, the Arizona Department of Transportation’s FMS Phase 7a, we have performed FMS designs for not only ADOT but also the Nevada Department of Transportation, Maricopa County Department of Transportation and the City of Scottsdale. UCG is the Valley’s premier Traffic Data Collection firm. We understand your data collection needs because our engineers use the traffic data we collect daily. We maintain the highest standard equipment and are always looking for ways to improve data collection through the use of new technology.
United Civil Group is registered with the City of Phoenix as a Disadvantaged Business Enterprise, DBE registration #3027. This registration complies with 49 CFR Part 26 of Federal Eligibility standards. As a DBE, UCG can fulfill the federal DBE participation minimum goals, however, we have been race-neutrally selected and gained years of experience as a prime consultant on many on-call contracts and projects, large and small.
